There are a number of UK requirements which toy companies have to comply with and sometimes these can vary across England, Wales, Scotland, and Northern Ireland. These range from product and packaging requirements, to rules that cover companies’ energy use. We have produced a number of guidance documents to help our members understand and comply with these regulations.
The UK government wants packaging to be designed to use less material and want to encourage the adoption of more resource efficient business models to achieve greater circularity. To achieve this, the UK government has reformed the existing producer responsibility approach used for packaging compliance and moving to extended producer responsibility (EPR).
These new requirements fall under the Producer Responsibility Obligations (Packaging and Packaging Waste) Regulations 2024.

The Energy Savings Opportunities Scheme (ESOS) is a mandatory energy assessment scheme. ESOS is the UK’s interpretation of Article 8 of the EU Energy Efficiency Directive and is administered by the Environment Agency. The UK wide scheme has been developed to realise the significant opportunities for energy and cost savings for UK businesses; and compliance is mandatory for all obligated large undertakings and their corporate groups. The scheme runs in phases of four years, and we are now in phase three.

The UK Plastic Packaging Tax (PPT) was introduced on 1 April 2022. The tax is applicable on all plastic packaging components that are manufactured or imported into the UK, where a minimum of 30% recycled content by weight is not achieved.

The new Streamlined Energy and Carbon Reporting (SECR) regulations came into place on 1 April 2019 and affect an undertaking’s financial accounting period commencing on or after this date. Obligated companies are now required to report on their energy consumption and associated greenhouse gas emissions.
