We are still waiting for the final text of the Regulation to be approved by the EU’s lawyer-linguists and translators.
Next steps:
Council adoption: The Council (Ministers) is expected to adopt the final text on 13-14 October during the Justice and Home Affairs Council.
IMCO Committee vote: The European Parliament’s Internal Market and Consumer Protection (IMCO) Committee will then need to vote on the text again. This is usually a formality and is likely to happen in October.
Parliament Plenary: Once the IMCO vote is complete, the full European Parliament can adopt the Regulation in Plenary, after which it can be signed. This is expected during the last Plenary session in November (25–27 November), though it could happen slightly earlier or later.
Publication in the Official Journal: Only after the Plenary vote and signature can the new Regulation be published in the Official Journal of the EU, now expected in December.
Entry into force: The Regulation will enter into force 20 days after publication and will apply 54 months later. The exact dates of entry into force and application will only be confirmed once the text is published in the Official Journal.
So far, discussions in the European Parliament suggest there is no opposition to the agreed text.
