On the 10th April the EU institutions reached a final agreement on the content of the new EU Toy Safety Regulation (TSR).
Key points are:
- A transition period of 54 months starting from the entry into force of the TSR, which is expected to give a start date of April 2030
- Stricter requirements on chemicals, including bans for new categories of chemicals – Endocrine Disruptors, respiratory sensitisers, some skin sensitisers, PFAS and 10 bisphenols. Relevant exemptions still apply, such as for non-accessible electronics and unavoidable traces.
- A Digital product passport will be required for all toys.
- Application of mental health requirements must be assessed for digitally connected toys, in line with EU rules on AI and cybersecurity.
- Noise requirements will be extended to toys that make a mechanically reproducible sound due to a mechanism activated by a child
Final formal agreement by the European Parliament and Member States is still required before being published in the EU Official Journal which could be in September 2025.

The outcome does not include some aspects originally proposed, that were extremely difficult to meet which is very positive and the current longer than expected transition time will help reputable companies comply.
