The British Standards Institute (BSI) has published new standards for substances listed in Appendix C of the UK Toys (Safety) Regulations and the EU Toy Safety Directive. These apply to toys for children under 36 months and those intended to be placed in the mouth.
The newly published standards are:
- EN 71-15:2025 – Formamide in foam toy materials
- EN 71-17:2025 – Isothiazolinones (MIT, CIT, BIT) in aqueous toy materials
- EN 71-16:2025 – Chlorinated phosphorus flame retardants (TCEP, TCPP, TDCP) (to be published soon)
These join existing standards EN 71-18 (Phenol) and EN 71-19 (Bisphenol A), completing the Appendix C suite.
The standards provide test methods to demonstrate compliance but are not intended for routine testing of all toys. Only materials at risk of containing these substances should be assessed, and alternative compliance methods may be considered.
